Two offers - countering one

I have an offer to work as a contractor remotely from home full time, but no guarantee of work and little opportunity for advancement. No holiday pay, vacation, or sick, and I would use my spouse’s health insurance. Pay is $100k/year.

Other offer is for a local government. Remote for now, but likely returning to the office full time eventually. 40 minute commute. Paid vacation, sick, personal leave, and holidays amounting to 30-40 days a year. Great insurance benefits and we would switch to mine. Step increases each year. Next logical step in my career. Offered $85k/year. What would you counter at? I was thinking $95k? The max initial salary is $100k. I plan on mentioning the other offer, but not the bad parts.
