Can the company I work for pay me a different rate to do a different position?

I am the director of security at a large combination (partially public/partially private) marina. I am currently making $40/hour and am in charge of virtually anything and everything related to security, including hiring new security guards.

Most of the dockhands (they help customers tie their boats up, bring luggage back and forth, clean the facility, etc.) are college and high school kids who work there during the summer. They make $15/hour.

Five of the dockhands who worked last summer and then went back to school decided not to come back for this summer season, so now the office manager (who is in charge of hiring dockhands) is scrambling to hire more. She asked me if I'd be willing to pick up dockhand shifts, but at only $15/hour, and they weren't going to count those hours towards my total hours because it wasn't my official position, so I wouldn't be getting overtime, either. Is this even legal?!
