Transfer not going through and my boss doesn’t want to cooperate

I work for a pretty popular grocery chain and I feel like I’m being done dirty by my current manager. My transfer isn’t going through because the store is full. Is there anyway I can preserve my employment by this company until a space opens up? They allow a maximum of 21 days leave. Should I just cut my losses and try to find a new job at my new home, or should I call HR?

Edit: he is telling me lately that my best hope is to be terminated and rehired by the company and that just doesn’t seem right.
