Should I include Student Government Experience Under "Work Experience" or "Extracurricular Activities"?

Hello everyone. As the title suggests, I am undecided about where to put my experience in student government. For context, I am applying to several congressional internships given that they're mostly remote this year and thus, are more accessible to me. I am currently a college sophomore and part of the student government at my campus. Where I live, such institutions are important given the political climate and debate over the future of institutions of higher education. As a result, being part of the student government has been intense work but it has given me skills that I consider relevant for the internships I am applying for. I know most people put such activities in the "Extracurricular Activities" section of their resume but given the nature of the internship program, would I be justified putting it in the "Work Experience" section?
