How to convince my boss to allow staff to work remotely post-COVID?

Hi. My boss had never allowed staff to work from home prior to COVID unless someone had a reason (e.g. sick) although there's nothing that cannot be done from home in our organization (programming, finance, marketing, etc.).

But when COVID hit, everyone was then "forced" to work from home. This quickly proved that everyone CAN work from home not only fine, but our staff members are working more hours than pre-COVID since they don't have to suffer through an hour+ commute. People seem generally happier working remotely.

When I asked my boss about the post-COVID plan, he's very much determined to force everyone to come back to the office even though he's aware that remote work during the past year was immensely successful. He just believes that people will work HARDER when they are in the office than from home.

How can I possibly convince my boss to change his mind? This strict "work from office" policy has made several competent people quit already, and my boss is aware of all this but still wants people to be at the office.
