How do I write my resume to make it look like I'm an "achiever" instead of a "doer" when...I haven't really "achieved" anything at my previous internships?

I've always heard the advice that resumes should show what you've achieved, rather then tell what your responsibilities on the job were. (a la what's written in this article https://www.topresume.com/career-advice/resume-difference-doer-achiever).
My question is: what if I haven't really made any meaningful impact at the previous internships I've been at? These internships have been pretty, well, entry-level, and I haven't had much power to make any sort of meaningful decisions. I HAVE faithfully executed the duties of my job (i.e. providing excellent, thoughtful literature reviews, and passing them off to the people in charge) - but I can't necessarily say "My lit reviews are more nuanced and thoughtful than anyone else's, and they resulted in all of these bills being passed!!" All I can really say is "Did thoughtful lit reviews of xyz topics for xyz project." You feel me?
How do I reframe the things I did at these internships as achievements? I understand why it's important to do so, but I'm having trouble executing it. Any help would be much appreciated. Thanks in advance!
