Ignored For an Interview

Like a month ago I had applied for a receptionist job and had gotten really fast correspondence from the manager, and even had a phone interview with them. They then invited me to do an in person interview...

I showed up for the in person interview and was told to fill out a job application, and after I spent like 30 minutes doing a paper application for a job I already had one interview for, I was told the manager was busy and would get back to me another day.

Like, this person has scheduled an interview with me and proceeded to completely ignore that appointment and never followed up with me after! They had mentioned prior they were having trouble finding a dependable employee but it seems like the management might be the real problem.
