Finally landed a great job but the pay is less than expected. How/When do I bring it up?

After working in the service industry for most of my life and losing my job to COVID almost a year ago, I've finally found a great job that's NOT a restaurant. In fact, on paper it sounds like my dream job as it combines my interests in photography and organization, is full time, M-F 8-4 (great hours), full benefits, close to home, and overall seems like a fun place to work.

Apparently over 150 people applied online, I was one of the 15 to do a phone interview, and one of the three to do an in-person interview. During the phone interview, I was asked how much I'd need hourly to work there. Not only was I put on the spot and not trying to seem demanding, but an hourly wage isn't something I consider often as most of my income comes from tips. I scrambled and said $12. When I got called in for the in-person interview with a different manager, I asked how much the pay was and they said the owners discuss and make an offer if they decide to hire me.

Well, I got the email today and I'm hired! Don't get me wrong, I'm stoked to finally have a job, especially one that seems as up my alley as this one does. But they're offering $13.50, which I'm aware is more than I asked for but less than I was expecting/wanting which unfortunately is on me.

My average wage w/ tips at my last job was closer to $20/hr. Considering that and the inevitable increase of the federal minimum wage to $15, I was hoping for something in between there. I'd like to talk to them about it and they seem very understanding but I'm not sure if it's better to address it right away in my acceptance email or to make a good impression during training first. Would love any tips or suggestions!

TL;DR: Was put on the spot and told a dream job over a phone interview I'd work for $12/hr. although I immediately regretted it knowing it's less than I'm used. Just found out they'd like to hire me at $13.50. How/when do I bring up that that's not actually enough in a way that's respectful and direct?
