Who do you go to to help evaluate your experience/resume to help find a proper job?

Although I have a resume and experience in my field, I've been struggling to find a proper job in terms of searching.

Is there a person/business you can go to who would look at my experience/resume and help me find an ideal job thats fit for me based on that information? I'm not sure what it's called and wanted to ask here. I'm open to suggestions as I want my resume to look it's best too.
