Job opportunities for someone with little to no English.

So my cousin finally the green light to come to the U.S., he has got his papers and has the right work in the US legally. However, there is one little problem, he only speaks Spanish, not enough English to really count. He is staying with me in the city of Phoenix, AZ and I am not sure where to even start to help him look for a job. So while he is learning English what can he do for some income? He has marketable skills, he was half owner of a transportation company that had 3 buses with routes throughout the city, all the buses were Diesel which he maintain so he knows how to repair and maintain diesel engines, he has administrative skill as he was in charge of the routes, hiring drivers, payroll, etc. for over 10 years. Any suggestions?
