Do not feel useful at my internship

I started my internship today at an Economic Development Agency. There is only two employees and I am concerned that there is not enough work for me to really gain experience. My boss stated that I often will not have anything to do. Does anyone have suggestions on how I go about this/ ways that I can integrate myself to be more useful for the company? This is my last semester of college and I am worried that if I don’t get much experience from this internships it’s going to prevent me for getting jobs in the future. Thanks in advance!
