Salary negotiation for a state government position?

Hello all, I have some basic overall questions about salary negotation. I will delete the post if it has also been posted elsewhere! For reference, this is in North Carolina, US.

For the past 4 and a half months I have been doing temp work at a state government job. The pay is 16.75, and I work about 40 hours which equates to about 35k per year. I was told by one of my supervisors that if I were to apply to an opening for a permanent position, I would likely get it.

An identical position opened up, and I applied immediatley. Getting this job would be great, mostly due to actually having good benefits for the first time in my life. However, the hiring range for salary is pretty wide ($33,960 - $52,103).

My basic question is; where would I sit in negotiation? I would certainly hope I don't receive the minimum salary, as that would be less than I am making now. However, I am fresh out of college so my only experience other than the last 4 months has been in low-end retail. I know I won't receive anywhere near the top of the grade, due to my low experience. I guess I just want to know where I stand in negotiating a higher salary (anything over 40k would be great).
