How do you build genuine connections that can lead to jobs, when you feel pressured to find a job quick?

I'm in a time crunch but that situation seems to be at odds with building a network to help improve your chances at finding work. Is that always true or not? Relationship building seems more of a luxury that can only be afforded by people who are not currently "thirsty".

Because of Covid job fairs are scarce. I would prefer to go to them if they were around my area and for my line of work (software engineering). I'd rather be direct that I'm looking for work, but also in an effective manner.
