Best response to hiring executive interview delay tactic

I have an in at a company that is expanding their leadership right now. I worked with the CEO about 5 years back when he was merely a manager at another company. I made a good impression with this guy and he tried to take me with him when he was fired back then but back then he didn't have a way to pay me and I couldn't afford that. I liked this guy and I would have gone with him if I thought I could feasibly pay my bills.

So this brings me to today. He has been able to get a company off the ground and is in it with some other C level executive folks and investors. They haven't hired any other team members yet but started listing positions and intend to hire in 2021 it seems.

When I reached out he did tell me I could come in for an interview essentially but he also had me send my info to the revenue officer. I'm a great candidate to direct/manage their marketing program but on paper I won't be the best because the competition right now is crazy. So I sent my resume and intro information to the CRO. He gave me this response...which really takes the air out of my tires:

"We are evaluating new hire strategy for 2021. Can you give me an idea of your salary requirements? We are based in [nearby town] and would be interested in a conversation, though it may be a couple of weeks."

This is a really bad response in my mind because:
1. I want to be in the door before they have a hiring strategy that will filter me out
2. I know they just hired this guy who is responding to me this month so they're probably still making hires on a needs basis.
3. He is probably trying to disqualify me on my salary requirement.
4. He is going to put me off for 2 weeks without making any commitment...that's two weeks for my warm contact to go cold and slews of resumes to flow in.
5. They might put off hiring a team until 2021.
5. He's hoping the CEO will forget about me if they find other more experienced candidates.

I was really hoping this one would turn into a straight slam dunk. I live 5 minutes from their office and I made it clear I could easily stop by for a conversation at their convenience. I'm currently employed but my employer has been crashing and burning all through COVID and I have been working hard to make some opportunities so I don't go down with the ship. The job situation also completely blows... I'd jump ship for any comparable opportunity.

How would you guys respond to an email like this? What kind of strategy can I employ here?

I think the only thing I could potentially do is attempt to apply pressure by saying I am currently being interviewed by other industry players...maybe a direct competitor of theirs and see if they speed up the process. I am pretty pessimistic/realistic in job seeking and my opinion is this CRO just got hired too this month so he's probably going to try and build his own team...he doesn't want to be stuck hiring me when he can pick from a stack of 400 resumes in 2 weeks. So that leads me to my next thought that there is nothing gained and nothing lost if I apply pressure and they don't bite...because if I don't speed up the process and capitalize right now for an interview I don't see this opportunity materializing. Thoughts?
