Recruiter called me just to tell me I'm still under consideration...?

I was supposed to hear back with a Final Offer on Monday/Tuesday, but they called me just to tell me I'm still under consideration... am I right to assume that they've reached out to another applicant and are waiting on their acceptance before coming back to me?
