Can I say I was laid off when I actually quit?

I hated my last job due to the toxic environment and quit without having another job lined up. Of course the question always comes up in interviews about why I left. I prefer to not get into specifics and just say I was laid off due to restructure which is very common in my industry. Is there any harm that could come from that? I left on a good note and am eligible for rehire.
