How would you handle this situation?

I'm asking for my brother who doesn't Reddit. He's been at a sales company for seven years and absolutely loves his job. He gets paid a base salary, commissions for sales and a small amount monthly for every customer he keeps on the books. He recently discovered that two new salespeople were given nearly one hundred clients each to service and use to find new business. This basically results in a instant raise for these new salespeople to the tune of about $2,000 per month. Would it be out of line for him to go to his boss and ask for the same? How would you experienced sales people approach this situation? I'd love to be able to offer some good advice to him other than, "find a new job." He lives in a smallish town and jobs are very scarce at the moment. Thank you.
