How do you answer the question "when can you start" if you still haven't resigned from your previous job?

I am 25 and am working in an outsourcing company in the Philippines. I am okay with the work but lately, admin has added more responsibilities for my role without any additional pay and i am not okay with it. Our manager tends to only listen to one of the leads and is one sided with his decisions so trying to bring it to the higher up is no longer an option.
