Should I contact the recruiter after the time she told me to wait by text or call her?

Here is the thing, I was interviewed the 7 of this month, it went pretty well actually and during the interview she told me that she will call me with the yes or no. But the thing is, all the calls and communication was through her personal cellphone (since the company was having some problems with the network or something like that), and I do not have her email and already checked and the company is still having troubles with that. Should I call her for a follow-up or message her instead, I am more inclined to message her since it’s her personal cellphone but what do you guys think?. Thank you all in advance for your time.
