Anybody know what a "reference" salary is?

My workplace has different pay grades and for each pay grade a minimum salary, reference salary, and maximum salary is posted. Is the reference salary just the midpoint? Doing a little math, the numbers are pretty close to the midpoint of the min and max salaries. Would love to get an answer to this!
