Am I being too ambitious in asking for raise/promotion? If so, what’s reasonable? Needing help refining my ask for the salary negotiation process (if my employer is even open to negotiation)

I am about three months out from my annual performance evaluation and am gearing up to broach the topic a salary increase. Over the last year, I've take our division to a high level of performance (60% improvement in output year-over-year) and yielded millions of dollars in cost-savings to our organization (I am a procurement manager).
I was recently tasked with significant additional responsibility -- the oversight and administration of all our organization's contracts from start to finish (no small undertaking).
I anticipate this performance evaluation will be a positive one. During the evaluation, I wanted to prime the pump for my direct supervisor (Finance Director) to consider two main points:
- Propose upgrading position to Director Level (reporting to my boss's boss) (I have 13 examples of similar organization's org charts and industry best practices supporting this move)
- Propose increasing annual salary from $69K to $108K ($110K-$140K is the normal salary range at this level in our organization)
Also, I have Bureau of Labor Statistics (Federal) data and Labor Market Information (State - Texas) data that shows I am compensated below the 10th percentile for my job classification.
10 percentile - $70K
25 percentile - $90K
50 percentile (median) - $119K
75 percentile - $150K
90 percentile - $187K
Am I being too ambitious? I could certainly use any input, advice, guidance, and support in this process.
