Employer Discrimination?

My spouse works a blue collar job where they build "stuff". The department is broken up into different lines and each line has 2-4 people.

On this line there are 4 people. Each person builds a complete unit from start to finish. There is an electronic system that tracks how long each person takes to build each unit. She builds these units to a ratio of 4:3, 4:2, and 4:1 of the other employees. Yes, she does 4x the amount of work as another employee doing the exact same thing.

Now the problem....... One of the reasons she works so hard is she does not want to work any extra hours. She wants to be home with the kids, so she works hard to keep her area caught up. These extra hours are typically not mandatory, but they can hold them against you in review.

The supervisor has been making remarks about needing to work more hours, and has given a negative review, which affects raises, for not working the overtime hours like the other employees, even though she is getting more work done in her 40 hours than anyone else is, even including their overtime work.

She has pointed this out to the supervisor who basically responds with something like "yeah some people are just slower than others".

Looking for thoughts on how to handle this. I really don't plan on going this route, but is there any basis for legal action?
