Negotiating hourly pay?

I'm paid hourly (not much). Applied for a new job and will have an in-person interview soon. The job offered the rate I am now up to a few dollars more. I don't have all the experience they're asking. But it's also not a difficult position and something I confidently believe I can pick up pretty quickly.

Do I even ask/negotiate for the most they're offering?
