What is better, applying to 100 jobs without cover letters or a whole lot of effort, or applying to 10 jobs with a good cover letter and putting a lot of effort into it?

I am trying to get an internship and I realize you need to apply to a lot of places but truth is I can't do what they say to do where you apply to 10 or 20 jobs a week and write pristine targeted cover letters and put the whipped cream and cherry on top of my application. The problem is as a full-time engineering student with a part time job I just don't have time. So if I should sacrifice, should I sacrifice from quantity or quality?

PS I know with interviews you should definitely do research and focus on quality. Just focusing on application so I can even have someone give me an interview.
