Why is there only one hiring manager? Why is it taking so long to get a stocking gig at my local supermarket?

I have no record etc, the hiring manager keeps telling me i havent forgot about you and look for your email for the steps i assume regarding the hiring process. But what is pissing me off is that i have worked there before and i put in two weeks and left on a good note. The same hiring manager said whenever you need to come back let us know. I am only dealing with this because it closest to me and where im from there is no jobs... any suggestions?
