Should I make callbacks and update my resume?

So for the past 3 years of working and job searching I don't call jobs after applying and hope for an interview

so should I start calling the places or walk in and tell them I applied recently to help my chances for an interview?

And how much of a difference does it make if I don't attach a resume to an application?
