is it possible to get ghosted by a job interviewer

Hi, I don't really use this platform but I am looking for advice and a friend steered me here. The title is overdramatic but you clicked so,

I interviewed for this position 3 weeks ago at a small subsection of a big nonprofit. The interviewer (just an initial interview, she has the position I'm applying for and is helping find her replacement) told me she would contact within 2 weeks for a second interview. I sent a nice lil follow up email after the first interview (standard thank you, it was nice to talk to you, specific follow up on one thing we talked about) and she didn't reply.

Can I send another follow up email just to ask about the second interview? How do I do that without seeming cloying/annoying?
