Is it a good or bad idea to e-mail after applying, but before hearing anything from the employer?

My husband is transferring for a promotion this summer, so I'm putting feelers out, working on brushing up my resume so I can start looking for a new job here in the coming weeks.

One piece of advice I've heard from a couple of people recently is to e-mail the hiring manager, or whoever is listed as the contact for the opening, about a week after submitting an application. A few people have told me that it helps you stand out and make your interest in the opening clear. This is all before any contact has been made regarding a possible interview: after you apply, you wait a week and then also send an e-mail.

I've also heard that this looks too eager, and that hiring managers don't like this. That you should only send "interest" e-mails after you've already had an interview, but you shouldn't make contact otherwise unless you're asked to interview.

Is there any consensus on this? Do you send an e-mail before you hear anything from the company, or only after an interview?
