Can a company rescind an offer after it is made if you discuss finances?

I received a job offer from a hospital across the country. Its literally been my dream job in a hospital and location I have always wanted to be. The thing is it is a PRN/Per diem/relief position. I am only guaranteed a minimum of 2 shifts per week which can be anyday of the week. The rest depends on high/low census at the hospital, full time employees taking vacation time off, medical leave etc. Basically I fill in when full timers can't work or theres too much patients for a standard workload of employees. So its minimum 2 but can be maximum of a full work week (5 shifts). How often that is I have no idea.

This is a specialized healthcare position so it does pay alot but I am moving across country all on my own with an already limited amount of resources and money. Even at this salary (70-75k for a full time employee so much less than that.) I don't think 2 shifts a week will be enough to sustain rent and other living expenses. Much less relocation expenses.

At what point during this interview process should I ask about this PRN position transitioning into full time? I don't want to ask this during the interviews but only after I get an offer. Is it possible the company can rescind their offer if I bring up things like relocation expenses and asking if transitioning to a full time position is available?
