Asking for a raise a second time...

Been with this company for 1.5 years. I just turned 24 last month and this is my first real job out of college. My former colleague with the same title said he received a 20% raise after a year (42,000 to 50,000). At the time he was 29-30 years old w/ a masters degree and definitely more educated (My manger is a terrible trainer/worker and my boss knows this) in the dept than me as he was my mentor for 6months before he left. Since he left I took his added responsibilities.

So at my one year mark in October 2018 and as they are doing the budgeting for the next year, I sat down with my boss and said how Ive been here for one year and with the newly added responsibilities i felt it was appropriate to discuss my compensation.

i was all prepared to discuss why i deserve more compensation but he shut me down immediately and said how Ive been phenomenal and he will try to get the most money for me as possible. He didn't even let me talk.

Fast forward 2 months, after I came back from vacation, my manager pulls me aside and tells he had no idea how behind my new co-worker was and that they are fucked if i leave and he wants to make sure im happy. (This is still true)

So January comes around and i get my raise.... 5%... 5 fucking percent? Really just 3% because everyone gets a 2% raise annually. Apparently I received the one of largest raise increases and everyone was unhappy. Also, my manager said that my boss said he tried to give some of his bonus to me but couldn't. My manager then said he talked to the CEO and in 6 months (which is about now) he will try to get me more money.

Im thinking damn we must be doing terrible, yet, come march a couple months later when we get our bonuses, we had the best financial year IN YEARS.

Now one of the managers in another dept is leaving and they are not replacing her, instead they are added their tasks to my dept so more added responsibility.

So I am going to ask again for a raise but how should I do it? After reading 48 laws of power, when asking for help, appeal to peoples self interests, never to their mercy or gratitude. I want to say the lack of a raise 6 months ago reduced my motivation as I am working hard but not being rewarded for it and increasing my compensation will not only increase motivation but give me incentive to stay long term (I need help phrasing this). And now that i am being told to take on even more responsibility, i feel greatly undervalued for what ive brought and bring to the table. Also mention how i know my former colleague received a 20% raise just after a year.
