My boss purposely sabotaged my chances of getting a promotion. What are my options?

I told my boss that I was offered a promotion in another department (stupid, I get that now) and they complained to their boss that losing me in my current department would be an issue for them. My boss somewhat apologized for over-stepping but didn’t seem to realize the consequences their actions had on me. Two days later, I found out the position was filled by someone else.

Honestly, I probably wouldn’t have accepted that promotion anyways, but I feel like in the future I’ll be over-looked for possible openings now.

What are my options here? I feel as if I’m being punished for being a strong asset to the team.
