Is applying to too many jobs within the same company a thing?

I'm nearing the end of my temp job and want to stay with the organization, so I am applying to many positions internally while I still have access to the internal job board. I am applying for a mix of long shot and 'safe' postings. This amounts to about 10-20 a week. Is there such a thing as having too many job applications with an organization and this resulting in some kind of penalty or blacklist?
