As an external candidate, how do you prove yourself enough to get a job over internal candidates?

I’m homeless, so this is a big deal to me

I’m applying to a company, and I know one of the VPs. He just sent me this, and I need to know what to do to prove myself:

“Thanks for getting in touch – I have been attending meetings for much of this week. I apologize that it’s taking us longer than normal to proceed with reviews and the hiring process in this case. As you may or may not know, our firm is being acquired this year.  The short version of how that impacts us currently is that several excellent home office employees of the company may be notified this next week+ that they will be without jobs following the merger. Our company has told us that they would prefer when possible and appropriate to consider some of those employees in any branch hiring decision.   This does not mean that we won’t be considering you seriously as a candidate. I’m impressed with your resume and your persistence. However, I hope you understand that for the time being I need to pause and see what develops internally as well.   I will remain in touch, and thanks for your patience.”
