Why is getting a minimum wage job so hard

I thought getting a minimum wage job was supposed to be easy? Why do people constantly tell you they'll call you after an interview and then just don't, they don't even ask any reasonable questions in the interview so its not like I'm failing them they just ask things that are already on my application. this whole thing is extremely annoying. one company even explained everything I'd be doing had me print out a work permit and basically did everything other than say I was hired only for me to go later after not getting called to find out the manager completely forgot about me
