Should I send a follow up?

Okay, so I applied for a job in early Dec, got an interview on 12/18. Several weeks went by and I sent a f/u to HR around the 2nd week of Jan. HR wrote back that they were still in the hiring process. 2 weeks later I heard back from the hiring manager and got a 2nd interview scheduled on 2/1. I believe I did okay on it, I had a little trouble on the assessment part (a couple of math questions). The position is for a medical receptionist and I do have a lot of experience. Anyways, as you can already guess, it's been 2 weeks and I've heard nothing back. Should I send the hiring manager a follow up email just to touch base?

I've heard a lot of conflicting emails regarding follow up emails, some people say that managers do not like getting them because it makes them feel "rushed", and other people say managers like them because it shows initiative. Some advice would be great. I've been job hunting since June 2018 :(
