I was told I would get a call to arrange an interview

I'm a highschool student that got a call from my local library wondering if I'm still interested in a position I applied for recently. They asked what hours I would be able to work and some expectations/responsibilities. I was told that I would get another call a week later to arrange an interview time. Its been two weeks and I haven't heard from anyone.

Should I call back asking what happend or is this a silent way of saying they do not want to hire me?
