Haven't gotten a response in 3 weeks and the Linkedin post was renewed, should I assume I was rejected?

Like the title says, I applied for a positon on January 23rd and still have not gotten a response. Am I already past the point I should expect a response?

On top of that, the original linkedin posting for the position was removed and reposted. I guess that was done to put it back at the top of the queue? Does this imply anyone who applied before has been rejected and they are looking for other candidates?
