Anyone hear of/work for Quotum or other IT recruitment companies?

They are based in Georgia, but apparently branching more into central FL. where I am. I applied for a entry level software dev position a month ago and just received a call from them. Apparently they send you to Georgia all expenses paid to train you for 12 weeks before they have you interview with other companies to end up working for them? According to the recruitment agent he couldnt guarantee what state I would work in after training, but that the salary would be at least $20/Hr, more than likely closer to $25 with benefits as well.

Whole process seems odd considering you would work for other companies and that I have no prior software experience, only field technician work and law enforcement. But if I really were to start at that amount it would be an excellent move for me, especially with paid training which would benefit my future.

I am set to go to an "info session/group interview" tomorrow where the vice pres will be there. Is this scammy? Recruiter was eager to answer all questions or find the answers for me and was easy enough to talk to.
