Any portal for ads by job seekers?

Why there is hardly any online portal dedicated for job seekers (formal and informal) to showcase their skills as ads? We see so many websites with 'wanted' ads but no gallery with posts like: 'Hi, I am a skilled <insert skill name> and here are some videos/photos of my work, hire me!' Why so?
