Recovering from having a job offer rescinded?

I had applied to a State of California engineering position and had great rounds of interviews to the point where one of the people in the department made me a semi-verbal job offer. Granted, it was not on paper, however he kept saying that I had the job and even gave me a tentative start date. I started planning around this and was preparing to start work next month, but I got a call this last week saying that they couldn't approve me because I wasn't ranked high enough on the eligibility list for the position. So basically, this test I took 9 months ago and completely unrelated to any of my rounds of interviews kept me from getting the position.

I take most of the blame for not knowing how important those classification tests are for employment, but the thing I don't get is how I was approved for these interviews despite being so low on the list. And how did the guy not take that into consideration when he made me the verbal job offer? You'd think that the interviews would supercede something so trivial, but I guess government positions are weird like that. Such a 180 degree turn really left me spinning.

I really wanted to cuss that guy out, but there's no point getting mad or burning bridges so I had to post this for my own sanity. I feel like I got played for a fool and had 2-3 months of my life just wasted in anticipation for this position. I just have to move on now, but I'm right back to square one which just fucking sucks. At least I learned a valuable lesson early on: an offer is never official until it's in writing.

Anyone have any advice, tips, or anything for dealing with this sort of thing?
