Finding Job...

Why is it so hard to find a job? I am a teenager, 17 years old male, I tried applying at different type of stores from retail to fast food and they won't accept me. I probably applied over 20 stores, and changed resume overtime to keep it updated. Really contemplating about dropping out of school just to work because this is ridiculous.
