Better to have a gap or list low-paying job

I worked at a well-known coffee chain from 2016-2018. I am looking for admin and government jobs now. I know it is frowned upon to stretch out the dates of my job previous to cover this but I think employers aren't calling me back because it is food service and hospiltality. I don't want them to think this job means I'm not qualified going forward.

Would you leave it off entirely and explain it wasn't relevant job experience if called and asked about the gap? Or should I list it and hope they don't look down on me?

I also quit a job earlier back to complete a 3 month teaching certification before deciding that wasn't my cup of tea. I was planning on just leaving the gap there because otherwise my resume is all over the place and unfocused. What do you think?
