I got a job offer to work at home for $20 an hour . Something seems fishy though.

I made a profile on Monster and uploaded my resume on there. A few days later I recieved a call from a man with a heavy Indian accent stating that he saw my resume and thinks I'd be a good fit for the position hes offering to work at home. The position he emailed me seems to be a telesales type of position . However what looked strange to me was the pay rate. It said "$20/hr on 1099". What does this mean? I did a little research and kept seeing things saying a "1099 employee " is illegal.
