Anyone out there have a job with a city Parks/Recreation Department? Recommendations on how to progress through the hiring process?

I worked for a Parks Department right out of college in Youth Services. I loved it but the pay at such a low level position wasn't sustainable. Fast forward ten years and I just completed my MBA and am looking for jobs. I have applied to a couple of coordinator positions at City Parks Departments in my area but they are so slow to move through the process and they have questions designed to weed people out. One that already eliminated me was "do you have a current CPR certificate in my current state?" I answer no, but I have one in my home state. Any advice on how to get through the process and at least get an interview? I feel my education and previous work experience should at least get me to the interview stage.
