Advice for someone who is getting both under and over qualified responses?

Graduate second in my class with a Master degree in Policy and Program evaluation.

After applying to a few jobs I am getting both underqualified responses for positions often looking for secondary degrees (masters or PhD) but hiring PhD's, or alternatively rejections from more junior positions that feel as though I am overqualified for an entry level position.

I'm at a loss, should i just be playing dumb for junior positions? Should I be restricting my resume? Curious if anyone else has had this problem.
