A big company recruiter is not replying to my mail about their hiring decision and has the phone switched off, while another company is making me an offer... Should i wait or accept the offer?

I interviewed with Microsoft and Citrix for a Product management role in the same week. I cleared all interviews and their decision was due in 2 weeks. The 2 weeks have passed. The Microsoft recruiter is not replying to my mail and the only point of contact I had has her phone switched off since 2 days. Meanwhile, Citrix has made me an offer. Should I delay my offer acceptance or assume Microsoft is not interested in me?
