17 Trying to get my first job

I am not sure if this is the right sub but I really need advice. Over the past month I have applied for job after job after job. I only have gotten 1 email back saying they might contact and they are considering my application ( They never continued the process after that). My question is what could I be doing wrong. I have 5 references that are valuable. I get suggested to try to follow up on my application but the managers never know I applied and say that if they are interested they will contact me. WHAT DO I DO? I’m only applying for minimum wage jobs that are basic and need advice.
