Why so many recruitment agency jobs?

I’m currently trying to find a new job and 90% of the jobs I see are to work for recruitment agencies. I find this odd because I can’t find any of the jobs they must be helping companies fill. There always seems to be like 8 positions going as well for these recruitment agencies. I’m confused why there are so many and so many jobs available in them.
