Who should I contact for follow up?

Hello!

I had an interview around two weeks ago and the hiring manager who interviewed me said she would be out last week and would decide this week. If I don’t hear anything this week I was going to send an email next Monday following up on the interview.

My main question is, I interviewed with HR initially and then the actual department manager who would be my supervisor. Which one of these contacts should I email the follow up to?
