Trouble Finding Seasonal Winter Jobs in NYC

Hi, I'm a college student looking to find a seasonal winter position for about 6 weeks in NYC, but have had no luck at all. I've been trying to find a starter entry job to kickoff my work experience since a year ago with over 25 job applications and have failed every one since. I've gone for career advice help with resumes and done all the necessary aspects perfectly, but can't get a single interview. I've tried to get jobs in mostly retail. Does anyone know if trying to find a job is supposed to be this difficult or am I going for the wrong jobs? Are there any places that I can look to find seasonal jobs? Would it be easier to find a job in the restaurant industry? Thank you.
